Job Vacancy: Proposal Manager and Lead Proposal Engineer - Based in Singapore

We are looking for Proposal Manager and Lead Proposal Engineer for our client who is based in Singapore. Our client is a leading international engineering, construction and project management contractor, serving the oil and gas, refinery, chemical, petrochemical, pharmaceutical and power industries. They have a successful track record on Singapore for over 30 years. They have been very successful in winning major new projects around the world in our well-established business sectors, and have also secured awards in exciting emerging technologies, such as coal-to-liquids, coal-bed methane to LNG, coal to chemicals and carbon capture and storage. Complete spectrum of project activities range from small studies through Front-End Engineering Designs (FEED) to major Engineer, Procure and Construct (EPC) contracts anywhere in the world. The successful candidate can start immediately and this position will be based in Singapore. We hereby send the general requirements for your consideration as following: 1. Proposal Manager Responsibilities • Reporting to the Commercial Manager, the main functions of the role will be to provide leadership to the proposal teams, formulating and implementing bid strategies for projects, within the allocated proposal budgets. • Coordinate with Contracts, in reviewing the prime contract documents and data, develop risk profiles, plans, and schedules required for proposal execution. • Take lead in coordinating the planning and execution of the work with other operations like Project Execution, Engineering, Procurement, Construction, Project Controls and other services to execute a compliant proposal. • Conduct Proposal reviews with Manager Estimating, Commercial Manager, Commercial Director, Business Development and other Senior Management highlighting the key elements of the Proposal. • Ensure that all Clients' contacts are maintained throughout the life of the proposal through correspondence and working relationships. Executes all contractual commitments to ensure that work is performed in accordance with the Invitation to Tender (ITT) requirements. Requirements • Bachelor's degree in Chemical or Mechanical disciplines. Language: Preferably Chinese Speaking • Bachelors or Masters Degree in Business Administration. • 10 to 15 years relevant career experience in the engineering construction industry, giving exposure to projects in the international oil & gas, chemical and petrochemical sectors. • At-least 7 years experience in the preparation of proposals for major capital projects and/ or major engineering services contracts, either as a Proposal Manager or Project/ Engineering Manager. • Consideration will also be given to people at management level from other functions that have a strong input to high value proposals, e.g. project controls and planning, construction, piping engineering and business development. 2. Lead Proposal Engineer Responsibilities: • Reporting to the Commercial Manager, the main functions of the role will be to execute proposals, and assist in formulating and implementing bid strategies for projects. • Coordinate with Legal counsel, in reviewing the prime contract documents, develop risk profiles, plans, and schedules required for proposal execution. • Coordinate the planning and execution of the work with other operations like Project Execution, Engineering, Procurement, Construction, Project Controls and other services to execute a compliant proposal. • Prepare and assist Proposal Manager in all proposal reviews. Requirements: • Bachelor's degree in Engineering. • Language: Preferably Chinese Speaking • 8 to 10 years relevant career experience in the oil & gas, chemical and petrochemical sectors • At-least 5 years experience in the preparation of proposals for major capital projects and/ or major engineering services contracts, either as a Prepare and assist Proposal Manager in all proposal reviews.
